Subject: Permit LibreSSL on OpenBSD.

On OpenBSD, libressl is "normally distributed (in either source or
binary form) with the major components (compiler, kernel, and so on) of
the operating system on which the executable runs" according to Stuart
Henderson, so according to the GNU GPL v2 clause 3, we can permit
LibreSSL for OpenBSD.
