Reinstate --sslcertfile documentation.
Since the addition of --nosslcertck documentation in Nov. 2015
with commit 6adcb0cc, the --sslcertfile documentation had become part of
--nosslcertck. Now --sslcertfile stands in a paragraph of its own.
